Internet browser is loading very slowly when opened for the first time in a day.

We recently changed our Internet provider. When we click on any browser for the first time in the day, the browser takes up to a minute to load. After the initial load time, the browsing speed is good. The Internet provider says that it's a computer problem. Is it true?
