I just want to make sure that this program can really convert an APK app to SIS to match with the Nokia's third generation. Is it possible?

There is no way this application will ever convert an APK installation file to SIS. You might need to look for an alternative of the application that was developed specifically for Symbian operating systems that is installed in Nokia phones.
