First, I suggest you replace the batteries because this issue may occur if the battery power is low. Also, try to connect the receiver to a different USB port. If it doesn't work, press Windows + R key combination, type devmgmt.msc and click OK. Expand the Universal Serial Bus controllers list, right-click on the driver and select Uninstall. Reboot the PC, press the Scan for hardware changes icon from Device Manager and check if the mouse works. If it doesn't, go to Start, type appwiz.cpl and open the utility. Locate the mouse software, press Uninstall and after the process is complete install it again. If the problem persists, check the Microsoft Support page for further solutions.
