A run-time error prevents the program to start

What is causing the run-time error?

Run-time Error 214024726aa Automation Error.
Requested resource is in use. 

The above message keeps appearing whenever I try using the program. It is totally worthless to me. How can I fix it?

Run-time errors are usually caused by corrupted Microsoft libraries. However, the one that you encounter has another source. This is appearing because the program can't access a library because it is used by other application. To make sure that this behavior isn't encountered anymore, reboot your PC and run the application again. If the same error pops up, go to Start > Run > type msconfig and press Enter. In the new window that opens, go to Service tab and check Hide Microsoft services. Next, go to the Startup tab and uncheck all programs. Reboot your PC and run Advanced Site Submitter again. You should be able to do this without any errors.
