First, go to Start > Control Panel > Hardware and Sound > Device Manager and locate the JC-AM400 device. Right-click on the drivers, select Uninstall and reboot the computer. After that, plug in the webcam using the USB cable and reinstall the drivers. Next, open Picasa and click the Capture photos or videos from a webcam or other video device icon. If it doesn't recognize the webcam, uninstall the software and download and install the 3.9 version. Alternatively, you can use another webcam capture utility from Software Informer database.
