The SiteLock application has nothing to do with data encryption or something related. The application is used to create an Internet Kiosk that can be used to store the web pages. If you want a recovery solution for your computer and USB drives, install Recuva. Attach the device and install the software then use the built-in Wizard to scan for the items you need.
