Right-click on the computer icon, select Manage and open Device Manager. Expand the Universal Serial Bus controllers and Imaging devices lists, right-click on the webcam driver and select Uninstall. After that, remove the webcam software using its uninstaller or Add or Remove Programs feature (Control Panel > Uninstall a program). Next, navigate to Toshiba Support page, identify your computer model, select Windows 7 as operating system and download and install the latest webcam files. This should fix the issue.
