Yes, there is a way because Pidgin is a universal client which supports many social protocols (IRC included). Download and install the application then use the ADD button to add the IRC protocol. The next window will allow you to connect to IRC, but you need to provide: server/network, username, nickname, port, etc. If your Internet connection allows you to connect to IRC, the application will display its progress in the #STATUS window. From that window, you can issue command just like if you were in a dedicated IRC client on your desktop PC.
