As you can see on the official web page, the device is compatible only with Skype 5.0.152 and below versions. I suggest you use the provided link to download and install an older version of Skype. After that, right-click the Philips Voip 151 icon from System Tray, select Check for update now and install the provided files. This should fix the problems.
