First, go to Start, type Outlook /safe in the Search programs and files field and open the application. If you're using Outlook 2010 or above go to File > Options > Add-ins, select COM Add-ins and click GO. If you're using Outlook 2007 or below, go to Tools > Trust Center > Add-ins > COM Add-ins and click GO. Clear all the boxes in the list, press OK and restart Outlook normally. If it works, begin adding Add-ins one by one from the COM list to see which causes the problem.
If it doesn't help, go to Start > Control Panel > Programs > User Accounts and Family Safety and click the Mail icon. Press Show Profiles, click Add, type a name and follow the on-screen instructions. After that, go to Start, type Outlook.exe /resetnavpane and press the Enter key.
