The application is trying to connect with your Dell webcam which doesn't have the drivers installed. In order to solve this issue, you need to install the drivers from the CD provided by Dell. If you don't have the CD anymore, you can download and install the drivers manually. Go to Dell Support web page, identify your laptop model, select your operating system and go to Webcam section.
