How do I get the software to work?

I have two pencil holders and I installed the software but it does not open.

Try to run the program in compatibility mode because there is no other way to make it work. The application was available with certain models of Panasonic products but it has been discontinued nowadays. This means that there is no support for new operating systems or a patch to fix the bugs.
