Run your Disk Check Click Start Click Run Type CHKDSK in searchbar Click OK and run the program Sometimes running this program will retrieve a lost OS file. If this doesn't help reinstall your OS...

"stub.exe" may be from a normal program or it may be a virus or malware. Best to run an antivirus or MalwareBytes AntiMalware program to see if it finds anything. And kernel32.dll, or almost any other dll file, can be found at www.dll-files.com. You can just google the dll filename and google will usually return a link to a download of the dll at www.dll-files.com
