This question has already been answered on this website (amybe even more than once). Look for a dedicated button on your keyboard with a picture of a webcam on it (something like F3, F4, F5, or a standalone button) - and press it holding down the Fn button (this one is in the lower left corner on your keyboard). The webcam should come back on.
