This application doesn't exist anymore. There is no website, developer information, download links or something related to its availability. For this situation, diagnosing is actually impossible, and the only thing I can recommend you is to re-install the product using an Administrator username. Right click the setup package and select Run as Administrator. It's known that in some cases, the files that needs to be accessed are stored on a system partition. Without Administrator access, the software won't have necessary access to use the files.
