In order to fix the issue, go to Start > Control Panel > Hardware and Sound > Device Manager and look for the Vimicro301 Neptune webcam in the Universal Serial Bus controllers or Imaging devices list. Right-click on its driver and select Uninstall. After that, reboot you computer, insert the webcam CD and reinstall the driver. If you don't have the webcam CD, you can use Google search engine to find and install it.
