Most phones have an automatic way of detecting if a USB cable has been plugged in or not. When it's plugged it, you should be prompted to enable various connectivity methods such as: Media manager, USB charging, Mass Storage. If these options don't appear, connect the phone to the PC then access Settings > Network > Connectivity and enable the desired option from that location.
