Windows 8 is touchscreen ready on its own and it does not need a touchscreen app. You device (hardware) needs to be compatible and touchscreen ready before you can use it with Windows 8. To make it short, if your laptop does not have a touchscreen, you will not be able to control Windows 8 using the screen.
