If the Hotspot Shield does not bypass filters, then use Tor Browser Bundle. Download and install the applicationt. Wjhile connecting you will see a green onion and then Firefox will start with the already applied settings then you can try to browse the website you want. If you receive other errors, go to the main window of Tor and click on Use New Identity then browse again or disconnect and reconnect again using HotSpot Shield.
