Please, open Registry Editor (Start > Run > regedit) and navigate to this item: HKEY_CURRENT_USER\Software\Microsoft\Windows Script Host\Settings. Select the Enabled entry and change it to 1. If the entry does not exist, right click and choose New followed by DWORD. Type Enabled then change its value to 1. Restart computer and you'll have script engine running.
