This happens because you have launched the application without elevated rights. The installer tried to write in the registry but due to lack of elevated rights it was not allowed to. Please run the setup package as Administrator and accept any warnings it may give during the installation.
In other case, you will need to acquire a new version of the software which has been optimized for this version of Windows.
