What software is the best for designing 2D English flash games?

You can use Adobe Flash CS5 or CS6 as it's the standard application used to design everything. Please keep in mind that designing a game could be very hard due to the Actionscripting required by your game's functions. Before trying to proceed to game development, you should read the guide about Actionscript.

you should use gamemaker and this is great for both 2D and 3D game making slotions
