What does an error message 'Unable to open XRDB file' mean?

I have an old licence for Reflection X Version 11.0.5 that I have re-installed on my Windows 7. At start I get an error message 'Unable to open XRDB file'. I can't find the XRDB dialog box, and I don't know where to put the xrdb.txt file by default. I am not the system administrator, but I have some administrator privileges if I log in as private administrator.

This is a RX5205 error and the official information states that the file you are trying to open is corrupted or missing from its place. The file should be placed in this location: **c:\Program Files\Attachmate\Reflection\User**

I have the file in the folder C:\Program Files(x86)\Reflection\User\ , the Attachmate-folder have never been relevant for my Reflection installatons.
The file contains the following rows:
