The problem is that this file belongs to Visual C++ Runtime 2003 and this package is not available anymore for downloading. The only way to obtain it is through Google Search as it's hosted on a DLL sharing website. Once downloaded, extract the file to C:\Windows\system32\ and then you can start your application.
