Well, indeed you can't, as localization languages for Android phones are built into ROMs which means that you will not be able to install them in a simple way. But before that please check Settings > Languages and Input and see if you can change the language of the phone from that location.
If Arabic is not available for selection you will need to take the phone to service support because they can install ROMs and such features.
