My Alcatel phone doesn't detect my SIM-card, so I can't unlock it

I was given an Alcatel phone ET T3 2010 33. It came from abroad.

It seems that your phone is network locked. You will need to take the phone to a service technician for unlocking.

can I use my net10 wireless sim-card in my at&t pantech 7040p

--just turn your phone off and remove battery

--then, just wait one minute

--then, put battery back in and turn on cellphone

--then, have someone call your phone and when phone ring, select the lock in the middle of your screen and then drag it to the green phone icon. I was tap the unlock and lifting my finger up to tap the green phone icon which was incorrect.
