How to make measurement of a raster drawing?

I attached/imported raster drawing in microstation. i tired to measure the distance between two points of roster drawing. actual distance is 50.365 m where as microstation measurement tool is measuring 0.063 m. how i can set the scale enabling me to measure the correct distance between two points.
