Why does it close everything and bug out my computer?

I have tried several times to do my certification exam that requires Oliver's Lock and once I go to use the lock application, it shut everything down and my computer screen will flicker for about 30secs. I have no idea how to fix this issue and need to do my exam, which will not let me without this damn app.
