Try re-installing the application, not the drivers. Do it properly by uninstalling the application first, restart the computer and then re-install Dell Webcam Center. If this is a minor issue, the tab with effects will be back. Also, right click on the area of the tabs and see if the effects tab is selected or not. Usually these tabs are like columns which can be hidden or not.
