Without a personal computer, can I download and install numerous times on various public systems or the same system where it gets erased from?

I am a college student without my own desktop computer. I use school resources and the public library computers. Am I allowed to download the application numerous times, onto numerous systems, or even on the same computer it is erased from weekly?
