According to the official website, these are the operating systems the HotPotatoes supports: Windows 98, ME, NT4, 2000, XP, Vista, 7, 8, 8.1, and Windows 10.
As you can see, it supports Windows 10 which means that you can run it without issues. I've downloaded the installation package and it worked normally on Windows 10 64bit. There were no errors or issues with the installation of HotPotatoes.
