You can't play this version of RahJongg on your Android phone because it doesn't have support for that platform. Android is for mobile devices while Windows work only on desktop PCs.
However, if you visit the Android store with application you'll find other similar games to RahJongg.
Note: There is also no emulator to run Windows on Android mobile devices at this time.
