How do I avoid the deadlock at level 15? I've tried all the combinations within the time limit and I couldn't do it.

You are correct that level is a bit tricky, but it can be done. If you want to complete it yourself, just remove the tiles in the order shown by the numbers from the following image

Alternatively, if you visit's the game's official help page, you can choose to skip the level altogether, by using the pane from the left side of the web page.
