If I were to download the Peachtree Quantum 2007, would I be able to restore a backup from a Peachtree Quantum 2012 backup file?

Beside backup purposes, is this software free?

Many things changed since 2007 regarding the software so it may be possible that the old version could handle the data from the 2012. You could try but it's something most likely impossible. Also, the software is not free as it requires an active subscription in order to be used.
