The Flight Level LogBook is a discontinued application. I couldn't find a download link to test it or any file with the troubleshooting information.
Because of that I can't really say if it will work on 64bit versions of Windows 10 or not, however, in the event that you already have the setup package, right click it and choose Properties > Compatibility. Choose a previous version of Windows from the drop-down list and then check the Run as Administrator option.
