Siri works perfectly only on the iOS devices which means that you need a capable device to ask her questions and interact with it in the way it has been designed.
You can't download Siri on PC, but it's fully supported in the latest releases of Mac OS, if you have a device running this operating system.
Apple even provides a page with instructions on how to enable Siri and interact with it.
