If some options appear in Corel as being locked, then it means you have to meet some some requirements before you can actually use them. I can confirm this while being a Photoshop user. There are options and features that won't activate no matter what unless I actually create a document and add items in various forms.
I suggest you do the same in Corel and eventually, check the built-in Documentation because it's vast and contains a lot of information that might help you use the software.
