First, download and install the latest version of .NET Framework and run the application using Administrator rights. Use the Import feature to open the file and if it doesn't work, try running a registry cleaner like CCleaner or Glary Utilities. Another solution is to download and install the latest updates and patches for your version of the application. You can find them on the official web page. Select your CorelDRAW version and press the Download button on the right. Also, you can double-click the uninstaller from the installation directory and select Repair instead of Uninstall. This will fix the program and you should be able to open the file.
