Unfortunately, you can't install Microsoft Web Publishing Wizard because it was released for versions of Windows that aren't supported at this time. I've tried to look for a way to actually install this, but there isn't one.
You will have to use an alternative since this application is not available anymore or not compatible with the new operating systems.
I suggest using Adobe Dreamweaver to publish content to your website or design something new.
