The message indicates that you've failed to authenticate to StarToken-NG for too many times and because of that the system locked you out. For local applications, you should be able to log-in after some time, but things change when the service is web based where file and everything is hosted somewhere else and only the administrator can unlock your account.
Check your username and password and if the input forms are case sensitive turn off the CAPS LOCK then type the password because sometimes password is different than PASSWORD.
