I've checked the official website and all those URLs found on Google that talked about Viber, but I didn't find anything related to notification when a contact goes online. Theoretically, if the option is not found in the Settings menu or when you tap on a contact, then the software doesn't have support for the option you need. I recommend checking its built-in settings.
