As far as I can see, the version of Print Artist that you're asking about is over 11 years old, so I couldn't find any official documentation on it. However, the chances of it running on 64-bit Windows 10 system are very slim.
Nevertheless, you could try installing and running the application either in compatibility mode with an older version of Windows (Windows 95, 98 or XP) or in a virtual machine with a very old Windows installed on it. To run a program in compatibility mode, right-click the executable, go to Properties --> Compatibility, check the Run this program in compatibility mode for option and select the desired Windows version from the drop-down menu below.
