No, the Virtual Forbidden City is not available anymore. There is a post on the IBM's website and a link to start the media, but it doesn't work at all. I've tried to access it with the help of multiple browsers, and the result was the same.
At this point, I can say that Virtual Forbidden City is a discontinued application.
