The software is discontinued along with its official domain and links. Unfortunately, you won't see any link available unless a member of this community uploads it to a file sharing websites and gives you a reply to this questions.
I've searched on other websites as well, but couldn't find anything about it. The only way to obtain winTMCA32 scintiSPEC is with the help of another member of the community that already has the installation package.
