You have to install the application on the laptop and desktop. Configure it in one place by adding what you want and then use the Backup function to export the settings and data, then use Restore on the other PC to have them in sync.
To backup and restore, open the app then go to Tools > Backup function > Backup to export the data. Use a flash drive or Network to transfer the backup to the other PC, but this time use Tools > Backup function > Restore and select the file saved through Backup earlier.
