The 495 error code appears while attempting to download apps or games in the Google Play Store over WiFi. When downloading the same apps with your mobile data, it seems to work fine. Don’t worry the fix for the error 495 is quite simple and many users have successfully applied the solutions mentioned in this post. Just try these steps:

Go to Settings>> Application Manager or Apps>> Open “All” apps
From the list of apps find Google Play store >>Clear Data and Clear Cache
From the list of apps find Google Service Framework >> Clear Data and Clear Cache
Now install or update app from Google Play Store
If it still didn’t work try uninstalling Google Play Store updates first

On my phone (samsung) I had set my data limit and after that had problems downloading. If you turn off the data limit whilst downloading this should fix the problem. in settings, data usage there is an option to set mobile limit. Hope this helps!

It is not that difficult. Go into settings menue. Than select data using. Scroll down. Go and select every icon. Allow always backgrounddata. This should work. It helps me. Sorry for my bad english.

The "restrict background data" for all Google Services need to be "UNTICKED". That worked for me... Thanks "anonymous"

SETTINGS
DATA USAGE
Move the bars to select the entire reporting month
Scroll down and tap every application with "Google" in it.
Untick the "Restrict Background Data" if ticked.

Repeat for as many Google apps as you can see.

GOOD LUCK

Well,you should clear the cache.to "fix"this error,saying there was none at all,I.....
1.refixed the date and time
2.logged out and logged back into my WiFi network
3.cleared the play store cache
4.rechecked that all my built-in apps were there, otherwise it misbehaves.if not, restart but that is later
5.freed up some space
6.restarted my tablet
This was for error code 919 and 495
Test for 495
Test for 919
Status:worked
Not for every device
Not tested on every device
Device:android
Jellybean 7"
Version: 4.0.4
