One of the reasons why the software is not working on your computer could be related to compatibility. The first thing to do is to apply a compatibility tweak. Right click the application and then go to Properties > Compatibility. Select a previous version of Windows and then tick the Run as Administrator password. If after these changes then program still refuses to run, then it's definitely a problem with the software and the Windows version.
Unfortunately, I couldn't find an updated version of the software on any of the listed pages through Google Search or any other engine, therefore I believe this is a discontinued app.
