This was a popular image editor released a very long time ago. The problem with the newer operating systems is compatibility and this software suffers from it since it wasn't updated and developed to support Windows 7 and beyond. A way to run it would be virtualization, but it's already too much trouble to make it work, therefore I recommend choosing something that's supported and available.
