Can't get pen (scanner) to connect. Have inserted USB.

Have downloaded software.The app is in my dock. The brown tab shows either the document or the pen, but is not connected.

Sometimes you also need a driver that comes with the device as well, therefore you have to look for the driver for that pen scanner or the device might not work at all. You can simply paste the model of the device on Google and then websites will appear from where you can download the necessary installation folders. There is also the possibility that the pen scanner is not supported on the version on the OS version where you want to install it.
