Based on your description, this appears to be a mechanical error. If you encounter the same error when you insert a DISC then it's definitely a mechanical error and someone with IT knowledge in hardware needs to open the DVD-ROM and take a look at it. I've searched to see if there are any applications that might come in help, but every lead is pointing to mechanical diagnosis and repair.
